A once-buried Biden-era plan to dismantle Second Amendment protections has now been exposed—by none other than Tulsi Gabbard, President Trump’s newly appointed Director of National Intelligence. The plan, titled the “Strategic Implementation Plan for Countering Domestic Terrorism,” reads like a leftist wish list of unconstitutional power grabs masquerading as national security.

The 15-page document was quietly drafted while Joe Biden was still in office, detailing steps to be taken in the event he—or Vice President Kamala Harris—won reelection in 2024. That didn’t happen, but the document still reveals just how far the Biden team was willing to go in using “domestic extremism” as an excuse to curb Americans’ gun rights.
Among the plan’s so-called “recommendations”:
- Ban so-called assault weapons and high-capacity magazines
- Crack down on “ghost guns,” which are typically 3D-printed or homemade
- Push state-level adoption of red flag laws, or extreme risk protection orders (ERPOs)
Gun Owners of America tore into the report, posting on X: “The report proves all along that President Biden hatched a secret plan to eliminate the Second Amendment in the name of ‘counterterrorism.’”

The document’s Orwellian language is exactly what you’d expect from a D.C. think tank terrified of freedom. It speaks of “increasing faith in democracy and government” and “fostering social cohesion,” all while recommending gun confiscations based on hearsay and subjective opinions from “mandated reporters.”
Red flag laws, now championed in most blue states, are especially controversial. Under these laws, judges can order firearm confiscation with no crime committed, no conviction, and often no due process—based solely on the opinion that someone might pose a threat.
Meanwhile, real crime continues to spiral in Democrat-run cities like Chicago and Los Angeles—where criminals don’t exactly fill out background checks. But instead of addressing illegal gun trafficking or repeat offenders, Biden’s plan focused on law-abiding Americans.
Thankfully, President Trump has wasted no time. Since returning to office, he’s signed multiple executive orders rolling back Biden-era gun restrictions, fulfilling promises he made at the NRA Presidential Forum last year.
“Every single Biden attack on gun owners and manufacturers will be terminated in my very first week back in office—perhaps my first day,” Trump said.
And judging by this buried report, that promise couldn’t have come soon enough.
