Perhaps the local authorities who have had their budgets cut now will need to rely on the deputizing of citizens who will take up the slack and deal with these out of control gangs and troublemakers. Sounds like this gentlemen has taken that idea to heart and is creating his own vigilante group since the hands of local law enforcement have been tied up by the federal government and out of control liberal city and state authorities.
